[1.0 bug] Grip of winter not working

Grip of Winter isn't stopping the production as it supposed to do.

 I experienced this issue in my LH 1.0 match yesterday.

I cast it 3 times on 3 different cities but the units training/building construction didn't stop(don't know about harvest one as I don't know how to check). The units in question actually came out of the cites so I think it is not just a tool-tip/countdown problem.

Does anyone having the same issue or is it just me ?
