[Crash report 1.0} Crash on city detail view

Seen this many times all the way back to FE. I am now getting around to reporting it:

I click on an enemy faction's city, click details. Always a chance of crash upon attempt. Only seems to happen with cities not in my faction. Here's a specific report:
