Quick Q about Orkulus Jumping

Hi all - quick easy question about jumping starbases.

I have only played Advent and switched to Vasari to try them out. One thing I am a little confused with;

I went onto a map with a ton of starting resources to try out the jumping starbase (Playing as VR).

I researched the technology Starbase Mobilisation straight away, built a starbase then tried to move it to an adjacent gravity well where I received the message below;

"No valid phase space route to target"

I thought well maybe it is due to the face the Starbase has 0 upgrades and no antimatter, so I upgraded it to give it some and it still cannot jump.

Just wondered what I was missing? This is with the latest version of SINS on steam.
