Looking for "fun" looking desktop

I liked the "fun" looking desktop from TechTV you just highlighted on your newsletter. My only problem is there was no identification associated with it.

Is this Desktop/Suite available somewhere and if so, where.

Right article, wrong skin. That's the kids based theme. The theme I'm looking for and can't seem to find as in this photo link is the first one linked to by the article.
