[BUG][UI][.50]City population tooltip should to the math ;)

Now it does something like

Population 273

Next level needs 57

Capped at 320

Next level should be absolute number or capped should be a relative level. The way it is now, it is more difficult than it should be to figure out if I need more food.

If I really want to do math, I'll fire up my Apple II emulator and find a copy of 'Math Blaster.'  B)

Yeah, you are right.  I wonder what the most useful (and simple) tooltip would be for this?  Maybe simply "Will reach Level 2 in 7 turns" if you have enough food.  Or "Not enough food to reach the next level" if you don't.

The city icons on the left should have a small food yeild icon: red if growth is being capped, orange/yellow if they cannot reach next level, green if they can

I am sorry to disagree, but the "Next level needs xx" text is very useful because it gives you an idea of how many turns you have to wait until the next level up.

Maybe something like this?

Population 273

Next level at 400 (Capped at 320 due to food reserves)

Needs 127 to reach (47 food left)

How about 

Population 273

Next level in 57 (7 turns)

Out of food in 67 (9 turns)

Number of turns is optional.
