0 < Scroll speed < 100 ?

Is it possible to change the scroll speed to something between 0 and 100? The GUI won't allow this and I was thinking maybe it can be changed via a settings file.

The reason I want to do this is I'm playing on a TV screen on the couch using a gamepad. I've bound the arrows keys to one of the sticks, but the scroll speed is way to fast.
