I just bought the 9.9$ fences by my credit card, but I was charged by two bill, 9.9$ + 2$. The bank confirmed the 2$ payment was not charged by the seller, would you please give us a explaination.
That's the main point to note...you haven't been charged.
Some CC transactions have this oddity...but it's not actually debited from the account...;)
I often have a $2.00 charge just sitting there waiting after purchasing from Stardock... as in it just sits there for a few days then disappears without being debited from my account.
Why this happens? I don't know... I'm just glad it's not for hundreds of additional dollars that do disappear... from my account
The $2 is an authorization (which is a temporary hold, not a charge). We do this check to verify that the information that you entered is the same as what is on the card (fraud check). This amount is dropped and not charged. The time it takes for it to drop off your card depends on your bank's policies.
Thanks Zu, I wondered why this was more than once. Not that I was concerned or anything, just curious as to why the mount appeared but never was taken. Now I know. 
Exactly. My bank calls it a pre authorization and for my bank, it drops off in 3 days. YMMV.

Moreover, and more importantly, why are there fewer black ones in a bag of jelly beans? 
the 2$ charge disappeared, and back here found the reasonable exponential, great.
