Decor8 installs across all user accounts, each with their own individual settings.  However, the Windows default Seattle lock screen will appear when switching users.  This is a Windows 8 issue, not Decor8

Thanks, I was asking about Start8, not Decor8.

By default Start8 applies to all user accounts, but if you run start8twk.exe (in the same directory as Start8) you can configure it to default to off for all users and then run that tool on any account you want it enabled on and enable it for just that user.
