Right click empty area on all programs group select the last item in the tree

I am posting this and hope not to be ignored as few posts before.
When I point in an empty area in all programs and right click, the last folder automatically selected and the right click context menu raised see ( enclosed picture ). I thought the configure Start8 suppose to be raised instead cause I am not pointing at any folder.
I don't know if this is normal (The selection of the last folder) or a bug ?

It is quite unusual for there to be any space space in the tree.

We can look at tweaking that for the next update, but as issues go it is fairly minor as you can access the configuration dialog via right clicking pretty much any other part of the menu.

Hi Neil and thank you for your quick reply.

Well yes it is quite unusual but I love to be organized so I organize my start menu into groups so I can quickly pick any program from its group thus  leaving much room and keep  it tidy.

Can't wait for the next update.
