At war, I attack the enemy and I'm told it will start a war

STRANGENESS #1: In ToA I'm at war with the Dregnin and have been for some time, taking their planets one by one.

I go into Iconian territory where the Dregs have a starbase and attack it. A window pops up warning me that by attacking the starbase I will start a war with the Dregs!!!

As gramps used to say, WTF?

STRANGENESS #2: Since I want to wipe out that Dreg SB and since I'm already at war with them, I go ahead and attack.

Then a window pops up telling me that the rule that everyone must wait a week after declaring war before attacking must be obeyed. Clearly the game refuses to recognize my war with the Dregs has been going on for many weeks. So I waited a week and blew away the SB.

This strangeness doesn't break the game but it does make me wonder what other odd things are lurking.
