software doesnt change start screen pic

I purchased and installed decor8 on 12/31, first time changing my start screen pic via decor8 worked but after restarting the computer (for another resaon) it now wont change the start screen pic plus it is affecting some of my screen apps such as explorer.exe and windows update. I click on explorer.exe and decor8 starts up all the while is still wont change my start screen pic.

 

Need help or I am going to have to uninstall, not to impressed so far.

Just to confirm the software is opening the config UI when you try to launch other things?

Not sure what you mean, restarted the computer again today and the same thing, now decor 8 is not changing my start screen pic at all.

It changes the lock screen pic fine but the not the start screen pic (for windows 8)

UPDATE: after uninstalling decor8 and then wiping all traces of it out of program files and registry and then reinstalling, all now appears to be working, fingers crossed.
