[1.02 BUG] Can't Cloudwalk in conquered wildlands!

If you found a village in conquered wildlands, you can't cast cloud walk targeting that territory.

To express the bug:

 

1. Learn Air 4 (cloud walk)

2. Conquer some wildlands.

3. Bring in your pioneer and found a village.

4. Cast cloud walk and target any square that used to part of the wildlands. It will deny you with the text "cannot target a tile occupied by an enemy."

 

Note 0: I've only noticed this in the "scrapyard" wildland.

Note 1: you can still cloud walk out of wildlands.

I can confirm that this bug seems to occur on all wildlands I've been able to conquer.

I think the best solution is to cloudwalk one tile just outside the wildlands.

Well that's not really a solution, more a workaround. You have to realize the wildlands are no longer visible after they have turned so you just have to probe a little to find a suitable target location. Of course that's what I do now.

I attempted a cloudwalk into wildlands last night. I got a message saying that I could only do it within my own territory. So I believe it's working as designed...although I personally don't like that design.

Ah, I wondered if I was going crazy.  I conquered a wildlands and built a city in there, which was getting menaced by an AI army and I couldn't cloudwalk anywhere near the city.  That's a bit irritating that I can't drop into my own ZoC because it was former wildlands.
