I think this may be possible. A hero in a city reduces unrest in the city, maybe the same thing can be used to generate the influence while in the city.
Well, it would certainly be nice if you could appoint Champions to do stuff in your various cities. Like "Governor", "Marshal", "Bailiff", "Archmage", etc...

Yes it can be done, but it is more complicated than just adding a normal resource production running all the time, such as merchant that gives you gildar. The reason is that influence is by nature a global resource, so you can't just produce it all the time.
What we need to do is create an intermediary resource and produce that. The intermediary resource will be local instead of global, so it will only function when you are in a city. Then we turn the intermediary resource into real influence using some XML magic.
Here is some sample XML that adds +1 Influence when in a city if the character has the Attunement trait.

No, this really is just a clever way to use resource production.
There's no need for this, just copy the Adventurer's Guild bonus and add it into the city's base.
Wow, you know what , that's a really good idea -- I wonder if you could mod this in for cities, but it would only apply to champs who had path of the governor... that's worth looking into...
Well, I only want it to work for certain paths geared more towards administration than adventuring.
I don't think there's a way to require traits, so unless there's some roundabout way that I haven't explored, I'm pretty sure that the answer to that would be a no.
The only thing I can think of is to do a mix solution, where path of governor would give 1xp per turn, and being in a city would also give 1xp per turn, then you would have a governor in a city leveling at a semi decent rate, where other heroes aren't as great.

That was my original plan, but I would much rather the administrator only get the exp when they were in a city. The main reason, I don't want a strong army babysitting one of my admins while they get their exp bonus plus the exp from combat. I guess I can live with it though, since the trade off would be that they are not in a city benefiting the city.
