Request UI Mod - Seperate Ary/Town Icons. Leave Army on Left, Put Towns across top bar?

So it would essentially be an upside down L armies down left side and towns across the top just under the resource bar.

Would it be difficult?  Anyone know how to do it and tell me what needs to be changed in what file?  Appreciate the help.

Not possible, the content of the empire tree is generated in the .Exe, not the ui
