[1.01] Apothecary requires Essence in city to build, has other uses

When patch 1.01 arrived I HUNGERED for the new potion to remove a random injury. So I started building Conclaves to get to Apothecary. But for some reason I couldn't build Apothecaries in some cities. As it turns out, the city has to have at least 1 essence in order for me to build an Apothecary.

 

Now, the main function of an Apothecary is something that scales with Essence, so I can understand why the requirement is there.

But the secondary function of an Apothecary is just enabling a bunch of potions in the city, and with that in mind it doesn't make sense to require Essence to build the improvement.

it boggles me why you would build a conclave on a site without essence :p

personally, i think it makes perfect sense. Dop you know of anything your local chemist sells that will mend a broken leg in one gulp? The apothecary potions are clearly magical. and logically, you'd need to gather magical ingredients from a magical garden and recite magical chants over the cooking pot while drawing energy from the land or somesuch,

conclaves are for essence! essence free sites should be towns, or forts if the production is huge.

I built it just to get the potions, honestly. Besides, there's a +1 essence from Oracle, and another +1 Essence from the Pariden building that I could build in the future.

When you mention that apothecaries provide potions, how so? For your hero to buy? To equip with units? If this is the case, maybe there's a way to include that benefit in another way, or change the function (and availability) of apothecaries.

They provide potions to buy for champs/sov to carry/use.

I dunno; thematically, this strikes me as exactly right.  The potions are magical; the apothecary needs magic in order to make them.  So it needs essence.
