Weapon damage. Is it fixed, or is it a range of values

I usually don't pay close attention to the damge each weapon delivers, but in one game I made a custom unit with the strongest bow available (listed as having a damage of 12). In combat, the archer armed with that bow was causing only 1-3 point of damage per shot.

Is the difference between listed damage (12) vs. actual damage (1-3), the result of adjustments for the opponents abilities, resistence, etc...or is it like an AD&D dice roll, where the weapon can cause anywhere from 1-12 points of damage?

Little of both, but more on the enemies resistances in the example you gave.  And to do good damage with a bow, the champ should be a "Path of the Assassin" with the appropriate abilities that go with it.   Criticals, armor piercing, increased piercing damage, that fun stuff.

Bows are really hard to deal good damage with, since armours gain a pretty high defense and bows have little power to penetrate that defense.

Your maximum damage versus an enemy without defense is equal to your normal attack value, and you will always deal somewhere between maximum damage, and half the value of maximum damage, that said the enemy's defense score will lower your attack damage with a certain percentage, if he have as much defense as you have attack, he will only take half damage. ETC.
