I suspect you mean that the pioneer is on the same square as your army, but not in it. Click the square. It should change from the army stack, to the pioneer, and you can move them out. But if you want to add them to your army, you're going to have to get rid of one unit to fit them in. At least, until you learn one of the techs that increase the number of units permitted in a stack.
No it was in the army; I couldn't access it until I moved and went into combat. I was able to fix the issue by enlarging my army and then I could move the pioneer out of the army.
I won a pioneer in a quest, but it never showed up. I think that quest is bugged.
A screenshot would speak volumes here. Next time it happens I suppose.
Yea at first I thought it never showed up (since others have reported this bug); then i thought it might be stacked; then i finally discovered what happened; it placed it in the army even though there were no free slots.
