[BUG?][.992] AI conquers my city which was garrisoned without a fight.

I'm not sure if it would happen with other races but Kraxis was able to conquer my city out of thin air.  There were no enemy units and the AI just evicts me out of the city.  When I go take it back, there is still no battle and after reconquering, the game hangs and I can't end my turn or move my units.

Kraxis has a unique ability to "buy" an opposing city for ~200 influence.  It has a crazy-long cooldown, but that's probably what he used to get your city.  The hanging issue is a bug, but can sometimes be fixed by saving and reloading.
