TAR still unplayable?

Am I missing something? I pulled TEC Rebels out of the closet today thinking I would give them another chance, I researched TAR early on only to find out that the first neutral occupied planet I came across was un-attackable and un-colinizeable??? How am I supposed to take over said planet with Tar up? Please tell me I am just being an silly and this is fixed because I can't believe that this would still be broken at this stage in the game.

Thats how that works. If you gonna play with heavy netural colony setting on a map, then dont research TAR.

It's not borken, it's working as intended.  Honestly the tech would be extremely overpowered in neutral colonized game setting otherwise.  it's supposed to give the TEC rebels and edge equalt o the time it would normally take to kill off basic militia defenders- not the tiem it would take to defeat militia ships, kill any orbital structures, AND bombard down a planet.   Frankly TAR would be too large of an advantage in that game setting otherwise.

 

 

 

Not to mention thematically ti wouldn't fit either.  You don't orbitally bombard the planets of allies.  Honestly I think the idea with TAR is the militia defending planets are part of an extremely disorganized local populace in normal games which welcomes the guiding rule of their allies.  by contrast Neutral Colonies are much more well established and organize- they are happy to be oyur ally, but would prefer to keep their independence.

I see what you are saying however in that case I think the planets with governments on them should be able to build their own planetary defenses and ships that don't leave the gravity well so they are not tempting targets to enemies that end up inside your rhealm of influence.
