Why does Windowsblinds sometimes produce skinless Explorer windows?

This really doesnt happen too often, but, once in a while I've noticed when I open an Explorer window, instead of using the skin I see on my desktop, it decides to open up without any skin.  If I close it, shortly after, the problem goes away.  Anyway, just odd that it happens once in a blue moon.  I'm curious what causes this.

Does it do this on all skins, or some in particular?   Are you using any other customizing software?

if you just changed the blind you're using sometimes it may just need a repaint, reapply the skin and see if that corrects the problem.
