[0.952][BUG] Tooltip in Strat view not refreshing Unrest rate

This is random behavior, when is display the tooltip on the cities icons in the strategic view, sometimes the Unrest rate is improperly shown.

But if the city is selected and the detailled information shown, the value is properly displayed. Afterwards the tolltip is properly displayed.

This is a greater bug with the UI not refreshing some game elements immediately - it waits until end of turn.
