[.98 Bug] Varda quest prompts show multiple times every turn.

Early in my latest game I discovered the Varda Ruins, but [wisely] opted not to enter.  Now I'm prompted multiple times every turn if I want to enter the Varda ruins, even though I don't have any units near the ruins.  Somebody must really want me to go inside. 

I closed the game and reloaded from a save but the problem continues, so hopefully Stardock can load my save and see the problem in action.  Here's the save: http://dl.dropbox.com/u/30974084/ManualSave.EleSav
