[0.915 UI Bug] - Foreign Policy column of Foreign Relations Tab under Govern does not scroll down

In a situation where many factors affect your relationship with a faction and many enemies are alive a scroll bar appears on the Foreign Policy column of Foreign Relations. The scroll does not scroll. I'm playing in 1054 x 512 resolution which is what game defaulted me to.
