some programs do not appear in the dock when they open

Why some programs do not appear in the dock when they open? example, ccleaner, windows photo viewer, etc.
I mean when I only selected "Show aplications". If you selected the option "Show all windows running", do appear

Show runnings applications and do not show any individual windows.
