How do you fight the super cannons

So I'm playing this huge game, over 100 planets, like a dozen stars, there have been some epic 30 minute long battles, but the enemy has buildt those super cannons and keep eradiating my planets, so I have to recolonizing them, and reupgrade them. I also loose the ability to build at those planets for some time, also anyoing.

 

Is there a way to counter them. I know I can give starbases the ability to have a goverment in exile,  but those planets allready have starbases that are fully upgraded.

The AI tends to fire Novaliths at border worlds, so honestly, it's probably in your best interest if they've already got maxed starbases to just scuttle them and build new ones.  Alternatively, you could go after the weapons themselves.
