How to attract ally AI to send diplomat ship to my turf?

I use T rebel, and want to see the maximum potential of my titan (damage), so I was trying to get the boost from pact. I use Hyperion gates map and three of us (all rebels, locked ally) share the same star system. But somehow, the two Ai only ally with each other, and neither of them send any ship to my planets. even though I have sent 5 to each of them, and as a result, no pact for me. Kinda freak out.

Help!

You can give the AI missions...give them the mission to send an envoy (it's one of several choices)...it may take awhile but it's about the most you can do...
