Bug with Starbase Mobilization

I purchase Rebellion yesterday and was very impressed with it.  I hadn't played since vanilla Sins and the upgrades to the game (both visual and content) are really good.   Developers, you guys have really out done yourselves.  Great job.

I was try out the Vasari Rebel mobile starbases this morning and ran into a bug with Starbase Mobilization.  On the random map I was playing, the star was a choke point.  After researching Starbase Mobilization I built 4 starbases at the star and began working on upgrading them.  After playing for a few minutes, I realized that 3 of the 4 were deactivated - only one was active.

I believe this to be a bug.  My understanding is that 4 active starbases are allowed at a star, even if they are Orkies with Starbase Mobilization.  Could you guys take a look at this issue?
