[BUG .915] Binding Summons not gaining levels from Summoner trait

Is this a bug or is it intentional? The text is a bit vague.

Um since they aren't really summons I imagine it is intentional. They monsters spawned through binding work like any other monster created by monster resources like ogres or darklings. I imagine King if the Wastes would even increase their level.
