Fences Pro - Why would icon from one fence move to another?

Two fences, one above the other.  When I deleted an icon from the bottom fence, an icon from the middle of the bottom row of the upper fence slid down to the left side of the lower fence.  Happened twice with two deletes.  What would make that happen?  The fences don't overlap.  Win 7x64

 Here's a screenshot of before.  It's the "Program Files x64" in Drives/Folders fence that keeps slipping down to the Browsers/File Managers fence.

So if you deleted Opera from "Browsers/File Manager", Program Files (64) moves from the "Drive/Folders" fence to "Browsers/File Manager"?

Same folder? Happens every time? Any rules in place?
