Minor bug in ship order

It isn't game breaking, but it would be nice if the bug with organizing the ships in the empire tree was corrected. Currently it seems to just set a random order each time the ships phase jump into a gravity well, so is makes it difficult to know what ship you will tab to. Just seemed to make microing the fleet a little more cumbersome.
