Novalith cannon will not construct

I'm playing as TEC loyalist, and I have tried to construct a Novalith Cannon on 2 planets (First the capital, then an asteroid).

I even selected the construction bots and told them to build it, but the green line indicating they where going there would stay for about 1 second then disappear/build on another structure. I tried both when there was no other structures to build and when there was other things to construct. Right now it takes up the last of my Tactical slots (35/35)

Is this just me or is it happening to anyone else?

Was the research for the cannon finished, were the tactical slots done upgrading? You can place a Novalith the second you "payed" the money for the research or the tactical upgrade, but it won't start until both are finished researching/upgrading.

Yes, research was finished. Its been a while now and I have successfully built the cannon. I guess if anyone else has this issue it will pop up again sooner or later. Until then ill watch for anything else suspicious.

This is 100% caused by your tactical slots not being fully upgraded.

 

You can purchase all of the required tactical slots (que them up) and then place the Novalith but it will not advance in building beyond a small percentage until all of the tactical slot upgrades that were qued up are complete.
