I set my titan as the flagship for my fleet but then in combat, my fleet just seems to sit back and not attack.  When I changed the flagship to a normal capital ship, it seemed to behave normally.  I say seemed because it was more normal but I noticed that my did not seem to close and attack like in the original game.

It's probably because the range of titan weapons are much, much longer than other ships. Expanding your fleet range to maximum may help.
