Impulse Installation Error

I'm not sure if this is the proper place to post this, but here goes.  I've been pulling my hair out trying to get Impulse installed and I keep getting the same error each time. 

Error reading from file: C:\PROGRA~2\6AA53~1\OFFLINE\86D01CB6\7463466D\Sd.Irc.resources.dll. Verify  that the file exists and that you can access it.

This is the error, I've tried several "fixes" I've found posted here in the forums and the error still repeats itself at each attempt.

For what reason are you installing Impulse? Games? Applications?

If the latter, forget it. You won't find any.
Impulse isn't on Stardock hands anymore.

I have the original Sin of a Solar Empire, and I am trying to patch/update it, which cannot be done without the Impulse client.
