Locked teams doesn't automatically trigger allied victory

I just played a game online, 2v2. teams were locked, we kicked butt. Other two left, we didn't get a win screen. decided to keep playing. owned everything, even the other galaxy where the vasari titan is. I tried to go to war with him, no dice. Button was grayed out. Still no win screen. I quit, and then he got the win screen. Based on that, I'm assuming that the locked teams function didn't trigger the allied victory condition, which meant we were stuck until someone quit. We were locked as allies and couldn't win together lol
