Is there a reduced rate price to buy a second seat for Object Desktop or do I have to buy something and get the upgrade? In other words, start over again?

The license allows you to install the apps in Object Desktop on both yoru machines as long as you are the primary user of both.

This is also true of the standalone apps, not just Object Desktop (for anyone that was wondering).
