You think that's bad: I can't recruit a level 4 champion after researching "recruiting". And the message I get is "Learn to recruit level 4 champions" -- looks like it's not sure which tech to substitute into the message.
not cool! I was planning on recruiting a level 5 in the mid game ... 
Oh, so it's just saying the wrong tech level? I'll research higher and confirm this.
I reported the missing tech level in the message in this thread. Derek said he's fixed it in the next build, but from my game as well as your observations, it seems the tech levels required to hire champions at various levels have changed in 0.85.
The issue is the "level 4" or "level 5" seems to refer to the level of recruiting tech or something, but certainly not the level of hero.
For instance, in my game it says "You must learn Recruiting to recruit level 5 Champions" but the hero is actually level 9 which means I really need Breon's Letters, not recruiting.
