[0.77][BUG] Build que is building, but city says no construction, and can't rush.

Captured an enemy city. Quede up buildings/training defenders. As I'm progress turns, the turn count on what is building/training is decreasing, but the city shows no construction, and also doesn't allow me to rush buildings. When hovering over the Rush button, it's not grayed out, but shows 0 cost, and clicking has no effect.
