I can't figure out how to remove enchantments from cities and units.
I suppose there is a way, but in any case, I think that it should be possible from the unit/city itself, and maybe also from a dedicated page in the spellbook.
In the ledger, in the top right, you can select "enchantment" then you have the list of all the enchantment, and on who they were cast.

Still, I think it may be useful to be able to remove enchantments directly from the city or unit.
You can also click directly on the mana resource to bring you to the same screen
