Cannot create a new town without the sovereign present

When I send pioneers out and try to build a new town, it says that it can't found a new town in a place where there's no grain.  When I hold the mouse over the Settle button, the numbers only show up within a few squares of my sovereign, wherever he may be on the map.  The AI does not seem to have this same restriction.

That's not a bug. Your settlers are trying to go to a land wherit is is inhospitable. Not all land can be built upon. The lanof that you can builI on is often green, or there may be a river running through it.  The reason why it shows up near the sovereign is that he just happens to be near fertile land. Move him next to your pioneers and the land underneathwon't still won't be accessible.

Nope.  Because if I move the Sovereign away from the current fertile land, the numbers don't stay where he was.  The only time I'm ever able to build new towns is by bringing my Sovereign to the pioneers.
