How do you build more cities?

This may seem like a stupid question, but I can't figure out how to build more cities. I send out pioneers and they build outposts, but those outposts don't ever turn into cities and I don't see an option for building a city anyplace.

You have to click the "Settle" option. You can only settle on a tile with atleast one grain output, and is atleast 7 tiles away from any other city.

Keep in mind that the food/production stat for the tile you build on is the only one that matters right now. So don't build on anything less than a 4/3. I like to hold out for the 5/4 t really own in the late game.

Also, outposts never become cities -- they are a way to extend your control to wild resources without the necessity of building a city to claim them. May I recommend playing the tutorial and watching the tutorial videos? They contain all of the information I just stated, answering your question in-game.

I have yet to see a single 5/4. But building near forests/rivers makes a 4/3 worth it anyway.
