AI opponents missions

I notice that all the AI opponents have the ability to:

1- ask you for credits, metal and or crystal

2- ask you to target other opponets structures etc......

If possible? how do you ask them for the same!!

never could figure that out!! LOL

Assuming you're running the Diplomacy expansion. Otherwise you don't.
