Town Tile Allocation Bug?

Is the number of tiles allocated to a town random or is it a bug? I captured a town from a fallen opponent and found I could not build anything there and there was only about a dozen tiles use. So I razed it founded a new town later on I found this one only had a few tiles available. And I have found other towns that only have a few tiles allocated.

was there mountains surrounding the location? they can block the town expansion, as can squares allocated to hidden quests/resources/special locations in general.

I've noticed this issue, too. When I go to build a new town (I haven't noticed common factors, like number of towns built before, amount of food, or location, or anything) and start adding improvements, the screen will show available tiles surrounding the town. However, it will only let me place 4 structures. When demolished, it still shows all tiles available around the town, but I'll open the town display and it will state that only 4 tiles are available.

Currently, kingdom noncapital cities have a tile limit which you can see if you open up the descriptions for the city.

Tiles that previously had goodiehuts on them should become free after a few turns.
