Custom Icons not found in icon browser

I have created a set of icons in photoshop, and placed them all in a folder in C:\. But when I go to make changes to the dock, the icons dont show up. When i click "browse for icon", however, there they are. They are all PNG format, why isn't the icon browser finding them?

huh?

when opening to change the icon in odock - it's looking in specific places

here: C:\Program Files\Stardock\ObjectDock\Bundled Images

and here: C:\Documents and Settings\Owner\My Documents\Stardock\ObjectDock Library

the 'browse' goes to find others you may have placed elsewhere

I was using C:\Documents and Settings\Owner\My Documents\Stardock\ObjectDock Library\Images and it is not finding some images but it finds some other (both being png images)
