Cannot play with 10 factions

Before 1.1 I used to be able to play games where all 10 factions were on the map. Now, I can only play games where 8 opponents are selected - it refuses to allow me to place a 9th opponent into the lineup. I did not see this mentioned in the patch notes, so what's going on?

panda, are you playing on a map that has 10 or more starting points?.

from what you describe I suspect the map you are playing on has only nine starts.

all of my test playing is on my own elementerra generated maps and I specify 15 to 25 starts on each of the maps, and I use a custom faction and am able to have the ten standard factions as opponents
