[1.19l] Diplomatic Capital - Markinn on Crack

Great Scott! Is diplomatic capital supposed to be worth 100 perceived value per capital? I admit I haven't played with it for a long time but when I did I remember it being worth around 10 or so perceived value. Markinn must think this stuff is crack.

Brad - Gilden is giving me a run for my money (fell behind on Warfare techs). I ninja'd his settlement earlier - he hates ninjas. However, for a measly 26 diplomatic capital I can get him to cease fire. Is this functioning as intended?

No worse than when they constantly threaten to invade if I don't pay them 2 Gildar...

Or how they never except threats in return.

Or how they never except any deal without you paying them a single Gildar, even when it is to their advantage.

Diplomacy is just kinda broken.
