[1.19k] Not Recognizing Faction Bug?

I walked up to a Gilden pioneer and for some reason the game is not recognizing that I've contacted the faction. I can talk to the sovereign via the talk option in the pioneer and thus trade, etc. but note that the faction is not officially recognized as found. Is this by design or a bug?

Note that Gilden is not listed in the Faction Power listing in the upper right hand corner.

Ahh - I found him by moving closer to his ZOC. Still unsure if that's by design or not (i.e. what is the actual trigger to find a faction)?
