AI gives money to pirates when pirates inactive

The last few days I've been playing Entrenchment solo, and the only big setting that I'm playing with differently lately is to turn off the pirates (i.e. "Pirates Inactive") because I'm sick of the last-second bidding-festivals that wind up blowing all my money only to get attacked anyway.

But besides that point, I noticed in the last game I played, I several times heard the pirate audio cues like "there's no profit in attacking an empire!", and looked at the pirate screen to notice that some of the AI's had been offering up pirate bounties for some reason - even though the pirate attacks were disabled.

Is this a bug, or is there some point in giving money to the pirates if they aren't active?

I think there's a low-level Advent tech where bounty is given to the pirates (for free) every time a trade ship gets destroyed.  Maybe that's what it was.  Maybe the problem is that the AI is researching that tech even though Pirates are off?  You might want to look at the amount of the bounties.  If the increments are really low, that might be what it is.

Bounties can also be received by players and militia.

It's the Advent tech Karmic Retribution. Tier 5, requires Trade Ports to have been researched, applies 100/200 bounty to any empire that kills the trade ship (can be further increased by the Persuasive Offers tech). AI will research this regardless of whether Pirates are active or not.
