Mana Pools and Lakes

I want to make a mod that would have Mana Pools and Lakes. A pool would give you 10 mana per turn and use 25 people and a lake would give you 25 mana per turn and use 35 people. How do can I do this?

If you want it to be building: Start by looking at the KindomSpecialImprovements.xml.  Within the file, check out the Temple of Essence.

If you want it to be a resource (ie: like a gold mine) check out Heavenfall's mod here where he creates a resource that spawns on the map: https://forums.elementalgame.com/398720
