Idea: Organized as a Mobility Spell?

So, there are a few of us that really like the Organized ability.  Sure, it's slightly overpowered, and isn't 'officially' part of the game anymore, but it is still functional for modders, etc. to access if they so choose.

The problem, of course, is that this is an ability that pretty much EVERYONE ends up taking if it is available, as it is rather powerful.

What if, instead of being a Sovereign ability, it was a mid/high level Mobility spell?  I'm thinking with a higher maintenance cost: at least 2-3 mana per turn, if not more.

That way, those who like the ability can still use it, and mana costs can be used to 'balance' the ability so it's not a spell you ALWAYS use.

Thoughts?

Great idea. Or maybe make it an elemental spell, and call it fly (or float, I get a nice mental image of the Soveign on a horse pulling a giant cloud with a big army on it).

It would need some careful fluffing to make sense as an air spell. Although I suppose describing it as some sort of cloud platform could work. The art would depict a sovereign on a galloping horse with other speed-oriented visuals (a cape, birds wings on helmet, perhaps) and other troops borne along on clouds. Assuming that can be done in Elemental's style without looking too busy, which would be tough but not, I think, impossible.
