Influence victory? City buying?

I was playing the game happily, had signed an alliance treaty will the other kingdom (only him and me, with that victory disabled) and then I noticed something... why can't cities change of faction if influence is strong enough?

Also, my ally has some cities that I would like to get, without having to declare an all out war...

I only mention this because influencial victory and conquer strategy, as well as buying cities through diplomacy was part of galactic civilization (not to mention the ample random map generator).

My question is, are this ideas considered or ruled out completely?

Hopefully someone with more background knowledge on the subject will be able to give you an answer, since I can't.

I hope there does end up being city-buying.  Influence take-overs seem a bit iffy, but it'd work in theory.

I like it.  The disadvantage is, what you suggest still leads to a conquest victory rather than something new--you still conquer a city, but use different means to go about it.  Still, it's a conquest victory that depends on influence and prestige rather than military.  The civics tree is already pretty competitive with its economics buffs, but this gives it more teeth.

Perhaps I didn't explain the victory correctly... I talk about one equal to GalCiv, where if your influence covers certain percentage of the map then you win.

If you took all cities through infuence then it would be a conquest victory indeed.

Besides, the influencia takeover prevents the enemy from making settlements between your cities to claim a singe resource that has yet to be in your grasp. Not to mention the fact that you could slowly buy his nation until he is eft with a singe settlement. Now, that would be some serious diplomacy.

If you can buy whole planets from others races, you should be able to do so with little cities.
